I would like to see a villain with perverse behavior and extreme rage.

Qualities I would include into my idea of Bond 24's villain

1. He suffers from severe schizophrenia and is constantly changing his personality, ranging from extremely violent to extremely polite and charming, while sometimes even changing his accent periodically from lets say American, to British, sometimes Russian and oddly Chinese.

2. He is extremely obsessed with kiddy porn. And is a sexual animal. He is vicious and rapes anything in front of him when he feels the desire to do so.

3. His ploy is simple, he kidnaps children to pleasure his sick needs, using his power within quantum gives him easily accessibility to do so. but he takes his sick desires to far, while watching the news one day, he sees a high ranking politician on TV while giving an interview with his family. The sick demented villain, "Bahia" can't stop staring at the young politicians little child on TV, plus Bahia hates this politician for reasons unknown, what better way to anger somebody you hate, and fulfil one of your sickest pleasures than kidnapping the man's little boy?

Bahia devises a plan to kidnap and sexually savage this innocent young child, and to kill him.

Bahia contacts Mr.White by cell phone

Mr White annoyed with Bahias ongoing destructive behavior , worries Bahia will eventually compromise quantum, and tells Bahia to concentrate on his main duties for Quantum (which is drug / money laundering ) for the time being and he'll see what can be done.

Mr White eventually tells Bahia he has the greenlight to put together a Team to conduct the abduction of 10 year old ,"William Hennley" son of Ambassador Hennley but only because Bahia has been loyal and sufficiently a big money making asset to the organization .

Mr.White sends Zorbin, an EX British SAS soldier now working for Quantum, and Rubin Taulls, a newly hired quantum hitman to overseer Bahia's sick little kidnapping.

It's midnight, cold and rainy in London, the group of kidnappers organized and hired by quantum quietly infiltrate the ambassador's mansion, but Bahia makes a mistake, he trips on one of William's toys in his bedroom , the boy awakes and screams, without hesitation Bahia immediately puts a cloth covered in chloroform to knock out the little boy, Williams mom is awake now from her young sons scream and awakes in her bed only to be confronted by the tall, muscular menacing Zorbin. Zorbin immediately holds her down in bed and punches her.

Meanwhile Bahia ties up William and has Rubin stealthily carry him into the black Hummer parked nearby. Bahia walks to Zorbin and says, "well well hello Mrs.Hennley, such a shame you're husband is out of the country tonight, well I'll be quite matter of fact with you, I'm going to rape you, then I am going to let my friend here rape you, then i am going to shove 10 sleeping pills down you're throat, you'll wake up tomorrow to find out your son will be with me, and will never see you again, well now get naked for me sweetie. "

The next scene moves onward to the following morning , M sits in his office watching the news of the tragic kidnapping and rape taken place the night before, M sits shaking his head, "We should have known better ". Bond walks into M's office and says, "What do you make of all this , why ambassador Hennley?". M says in return, "Years ago Ambassador Hennley went to Ecuador, his mother born there, so he took his position very seriously and always did what was best. The drug trade was booming in Ecuador especially in 2007, Hennley had inside knowledge on who was behind the importing and exporting, local fishermen saw things, they were scared to talk to anybody, the police, the detectives, in fear of their lives and Hennley knew they saw things going on, especially at midnight hours.

The police were in on everything as well, and the fishermen knew this, but Hennley knew he wasn't going to accomplish anything by sitting in embassies or shaking hands with government officials for the camera men and news papers. Hennley knew he had to get his hands dirty, walk the streets, boat docks and become one with the people, and that he did . Hennley eventually gained the trust of a young fisherman named, Deidre. Deidre blew the whistle on the whole operation."

Bond ,"This Deidre , why did he talk , not scared as the others?".

M " well initially yes, but Deidre's father was murdered previously, as he previously was known to know too much, so he was killed, and Deidre knew he would be next, so he figured he might as well talk , and soon enough, Deidre was found in the river with 17 stab wounds to the chest."

Bond - "ouch, 17 stab wounds, sounds familiar, this drug laundering business wouldn't be connected to Quantum now, would it?"

M " unfortunately I presume so , This Deidre stated to Ambassador Hennley , A man named Bahia, heavily connected with Quantum throughout Algeria now, was the man in charge during that time in Ecuador. Hennley immediately contacted me with his information, and talked faster than a woodpecker pecks wood, soon after we were able to track him , we knew all the locations and fronts used as a cover, his smuggling days in Ecuador soon came to an end, unfortunately since then he has been underground, doing what? probably the same thing somewhere els. His criminal record is quite disturbing, all rape cases and two molestation cases on six children ranging from ages 7 to 13. He is a very sick demented man, and I have no doubt in my mind this is the conspirator of last nights horrific crimes. "

The story slowly moves on, Q hacks into several servers , gathers all information possible on any leads to this Bahia, M makes calls everywhere, but during a crime investigation scene in Hennleys house, a disk is found which shows Bahia and Rubin raping Mrs.Hennley with joy, while recording the act both demented men yell into the camera while wearing ski masks altering their voices using an iPhone app, "HELLO EVERYBODY, ENJOYING THE SHOW? WE KNOW YOU AREN'T AMBASSADOR HENNLEY! HAHAHA!". The obscene footage makes its way from British police to the hands of Mi6 immediatley, Q immediately watches the footage, puts the disk into an advanced ciphering system and deciphers the voices while being able to de-layer the added voice effects , and successfully manages to bring about the perpetuaters real authentic voices. Q immediately contacts all major cell phone services, and continually hours on end trys finding a match of the voices to a specific signal tower , finally a match is made, and wouldn't you believe it, its Algeria.

Bond is immediately sent to Algeria and the mission begins, but this mission is like no other, its a dark, sick, mind menacing journey into the darkness of a demented criminal , working for Quantum. Bond is stealthy in this particular mission, and stays in the shadows as much as possible, while trying to stay low-key, becomes inevitably harder and harder as each day goes on. Young William can only be saved by one man, but will Bond be able to rescue this young boy before he is sexually scarred for life? time will tell.
