I wont go into detail about how Silva once worked for the West, and is not native to China or any other nation of orient, but in fact just a guy that is really mad at his boss.
Just because a character is in a country, doesn't mean that character is from that country.. which is clearly explained in the film.

Yes, I do think that Skyfall is very relevant in its commentary on data loss (the Gordon Brown Govt. of 2007-2010) and hacking (Wikileaks, Snowden) and the general failure (and unlawful torture of terrorist suspects) of MI6 during the War on Terror in Iraq and Afghanistan from 2001 onwards. That is a large part of its charm and its success. It struck a chord with audiences worldwide in the 2012 Diamond Jubilee and Olympic Year for London. James Bond celebrated 50 years on the silver screen and Skyfall was the answer to the Bond fan's eternal prayer.
