Everything or Nothing is a fantastic game, and I'd agree with you that it feels more like a 'Bond' game than GE 007 (although I'd deem GE 007 as the superior game).
However, while I appreciated the clever hand to hand combat and the set pieces were very Bondian (especially of the kind Pierce Brosnan was doing at the time), the driving sections were still very lightweight (although I found the bike section on the bridge to be thrilling) and Bond is still more of a mass murdering soldier rather than a secret agent with a licence to kill. The separate parts didn't gel together as much as I'd like.
When I talk about the Full Bond Experience I'd like to actually 'play' the sections of a Bond film that usually end up as cut scenes. In Bond games you usually get briefed about your mission with a body of text, with a voice over.
Wouldn't it be cool if the first section of the game was you entering M's office, speaking with Moneypenny, speaking to M etc.? World building like you see in games as old as Half Life and more recently in the Arkham Batman games? I've not played the Quantum of Solace video game, but I believe I am right in saying the Casino Royale section of the game skips over the poker game in a cut scene. I would much prefer that the game required you to win a game of cards to progress! It would really make you feel like you were 007.
Bond games don't have to be wall-to-wall action with the occasional stealth section thrown in. The could be so much more.

Rogue Agent = 007 Legends from Brosnan's era
007 Legends = Rogue Agent from Craig's era
Of course, both of them are in different perspectives and have different angles and all, but that's what i consider in both of them.

How the hell did that make decent?
I enjoyed it somewhat! The gameplay itself was lots of fun, and if they had expanded onto more levels, and given you the ability to do more, I think it would have been just as good as Nightfire or Bloodstone.
Rogue Agent I did on PS2 and still got my old Xbox and Rogue Agent stuck on the hooverdam level , Goldeneye on the Wii how do you get past the bit when she's typing on the computer with all the guards coming in? I've only ever completed BS,QOS,007 Legends.
Just keep shooting all the guards. Make sure Natalya doesn't take too much (or really any) damage. That part's a little easier on Reloaded when Natalya has a health bar.
