Ditto,just the most average outing for me .The film at #11 on my list (average position out of 22 ) is AVTAK .

The World Is Not Enough equates to average for me. I give it a 6/10.
Octopussy and A View to a Kill are probably the most Moore-esque films in Bond. The structure of it is so similar (even the story included some sort of Soviet involvement).

The latter half of Die Another Day - maybe (it's on the verge, kinda tipping toward average and above average, but not adhering to either)
The Connery movies had the task of establishing what Bond would be, and so they're all above average.
OHMSS was average for an action movie, but somewhat below average for a Bond movie (I often forget there's still forty minutes left when Tracy get's captured).
The Man With the Golden Gun was a little too comedic for me, but I still liked it.
The Spy Who Loved Me and Moonraker are both kind of "out there" for Bond, delving a little into the sci-fi range.
I like the edginess (and the song) of The Living Daylights and License to Kill was a bold move to make Bond a rogue agent.
GoldenEye established what the "modern" Bond would be - more action and slightly more sexual than the previous films, while still maintaining what made Bond good in the first place.
Casino Royale and Quantum of Solace have kind of gone back to the early Connery films in that they're a somewhat continuing story. They're separate movies, and can be enjoyed independently, but a serialization mood has kind of set in, which harkens back to the Connery films when Bond was going up against SPECTRE.
My most average Bond film is Tomorrow Never Dies. I like the film a lot, but you can create a checklist for every moment a Bond film should have and TND does them all and doesn't do any of them above average. The title is also that corny Bond title that Austin Powers would spoof. Not a bad film, but an average one
Thunderball, You Only Live Twice, The Spy Who Loved Me, For Your Eyes Only, License to Kill, Goldeneye, maybe one or two others that have been omitted that would cause some debate but I'll leave it at that
There's others like Live and Let Die and Daylights that rise above it and garbage can fare like Diamonds or QOS that fall below a middle level
It is pretty much in the middle of my rankings too.

I think it's rare we have such a consensus on here as everybody seems to be plumping for TND as am I. There's nothing outstanding in it but it delivers everything you expect from a Bond film.
Good to see Baltimore mentioning TB there. The biggest Bond of all? Not really. Fairly mundane despite its alleged 'epic scope'. I think some people confuse 'epic' with 'filmed in Panavision'. It's not bad and there are some good scenes but overall it's just a bit 'meh'.
FYEO whilst a fairly solid entry has nothing that is really stand out but like TND you don't go away feeling short changed as it delivers everything you want. It's just there are quite a few films that do it better.
Personally I've never found Thunderball to be the 'edge-of-your-seat', 'rip-roaring' adventure it's often billed as being, I always find it the most boring of the lot! It's hard to maintain any interest when watching it as the story takes so long to move along that I just don't care by the second half.
I agree with many about TND: it is by the number and maybe the most average Bond movie. I think TWINE should be a contender too, for other reasons: some great ideas mixed with very bad ones and an overall poor execution.
Actually with you there on most of your points on Thunderball it does have great villains and girls, I just wish it was edited a lot tighter! It's that part when Bond and Felix keep flying over the Bahamas again and again searching for the bombs that loses me.
And yeah TWINE.. it is just so bland and dull that I would actually put it as being below average, apart from the PTS and the Q farewell scene it doesn't have that many redeeming features

Which Q farewell scene in TWINE? There was not really one. Had there been one it may have been above average. I think TWINE had better ideas than TND, even than GE, it dares more than they do... yet it is so flawed in the same time!
Yes, I would take TB over GF any day (and I loved GF).
Oooooh GF as average?? Controversial... haha It might seem average today because it pretty much served as the template from which most subsequent Bonds roughly followed
