Yes, it is. The script for this Anglia TV film from 1989 was taken from John Pearson's biography of Ian Fleming.
Charles Dance would have been a great M or Defence Minister or Foreign Secretary in a Bond film.

Well it was based on John Pearson's biography of Ian Fleming, so yes, that accounts for its accuracy. It stands apart from the rest of the biographies, though Bondmaker (2005) is very good too.
He's a henchman of Loque. Gets shot in the back with a harpoon shortly after Lisl is murdered.
Correct, and John Glen complained that he couldn't hold a gun straight. Wonder what ever happened to that little known actor...?
I would say no, the script and actors may be fine, but it looks dreadful, and that drags it down ever so much.
I really enjoyed Bondmaker. I thought it was a brilliant illustration of the creative process.

Well, in its defence it was made for TV so there was no film budget to draw on.
