I would say that Quantum of Solace is the fastest, both in terms of editing and runtime.
Fastest and slowest paced Bond films...
QOS and DAD move at a pretty quick rate.
FRWL and TB seem to take a while to crank up. Though that's not a bad thing.
The Man With The Golden Gun - Slowest paced.
I agree with @ClarkDevlin about TMWTGG. The pace is slow because the film is shot sans tension and action sequences that haven't been thought through.
A fast paced film for me is one that is over before you know it, regardless of whether it's action packed or not, although again I agree with everyone about QOS.
TLD is very pacey.
Before I give my opinion, let me clarify that neither slow pace nor fast pace is a bad/good thing for me. You can have good slow or fast paced films as well as bad.
FRWL is slow paced in that it feels a good deal longer than two hours as so much is developed in its shorter running time. So much plot and character development shown in shortn quick scenes that make the film seem longer than it is while the plot slowly progresses.
CR is the fastest paced film for me. I can't believe how long the running time is. The movie flies by for me, perhaps because of how well the timing of the action sequences are. When I start the movie around 9:30, I'm stunned when its after midnight at the end of the film.
TMWTGG could be a contender for slowest film, but it picks up in the final third. So, that leaves DAF - fairly decent first half, than followed by a dreary second half.
The Man With The Golden Gun = Slowest paced Bond film... so slow it hurts..
Thunderball or You Only Live Twice = Slowest Pace
Slowest: The Man with the Golden Gun or Thunderball or From Russia With Love.
In the case of the latter two, slow pacing is certainly a good thing. ;)

I can see how someone might feel that way, but it has always felt rather leisurely paced to me. Perhaps because of the expansive feel to the film and the fact that we settle down in Japan and remain there for the duration.
Similarly, OHMSS has always felt like one of the slowest paced films to me. I think it's a combination of settling down in one spot for a lot of the film's action and all the passing of time that occurs throughout the earlier portion of the film.
By the same token, TWINE is a slog as is AVTAK once Bond arrives in San Francisco.

Slowest might be Thunderball but that's the reason I enjoy it. It moves at its own leisure and never compromises, which irritates some people I guess.
For the fastest I would nominate TND.
Slowest - License To Kill. Should have been a straightforward, stripped down revenge thriller, 90 - 100 minutes tops. There's so many unnecessary strands to this film that get in the way, from Q popping up, to Ninjas randomly ambushing Bond, to a pointless love triangle.
Slowest = TB
