    Zorin OOO as Walken is the only one who’s a natural blond (although he did probably dye his hair as well for this role).

    Grant OOO because he is not the main villain?
    Or maybe Silva because the character dyed his hair blond.

    All three actors had their hair dyed blond. Silva would be the ooo because it was Bardem's idea to dye the hair.

    I think about it, it's the person whom Bond needs to meet.

    Bond meets Aziz Fekkesh
    Bond meets Sir Hillary Bray
    Bond meets Hai Fat

    TSWLM is the OOO because Aziz Fekkesh was referred by another contact, Hosein.

    While the other two aren't, Bond met those (Bray and Hai Fat) via his request to MI6, and not being mentioned or referred by another contact or character.

    Type of character is correct but it’s got something to do with their status.
