all films involved a character breaking a major Bond rule, but one of them just failed to do it.

GE, Wade drives Bonds BMW Z3, with Bonds permission.
So either AVTAK is the OOO, as Bond steals someone else's car.
Or GE is the OOO as Bond lets Wade drive his car, and none of the vehicles are stolen.

Although the other two are wrong, but still, you've got the correct answer!
In GE - Boris Grishenko was seen playing with Bond's explosive pen while doing a set up of the Goldeneye Satellite, which was given to Bond by Q Branch, though it's still a question whether Boris steals it from Bond.
In AVTAK - May Day steals Bond's gun inside his jacket when Zorin ordered her to search for Bond's gun in the City Hall, the gun was also given to him by MI6, so a corporate belonging.
In OHMSS, Tracy steals Bond's car, but the car didn't came from MI6, it's more of Bond's personal car (if the car came from MI6, then it should have gadgets, it's also the same car used in the film's ending, and proved that it's Bond's personal car since it had no gadgets).

Sad that the movie features a few scenes of hitting a women. Or should I say a woman. Course it let the female villain off with nary a comeuppance.
