Nice guess, but it's based on a technological thing the films all have in common.
Both AVTAK and NTTD are the final films of the actors tenure, whilst GE is the first?
GE an EMP blast is witnessed and one is set to happen in London
NTTD an EMP is discussed about the nanobots
GE is OOO has it's the only one with an actual EMP blast!
I guess it's AVTAK as no EMP goes off?

The OOO does involve a female character.
The OOO does involve a female character. But that's not the reason for the OOO.
YOLT - Bond first meets Blofeld without the Bond Girl (Kissy).
TSWLM - Bond first meets Stromberg without the Bond Girl in it (Anya).
So, DN is the OOO? As it's the only Bond film here where there's a Bond Girl involved in the Bond meets the Main villain for the first time scene.

The main villains of the movie aren't directly involved, but Bond figures in all of three!

YOLT Bond uses the rocket cigarette to kill crater guy
TSWLM Anya uses a doped up cigarette to knock out Bond.
All films have gadget cigarettes, but only in Spy is it not lethal!

It's not about their gender or job title.
Three characters are doing the same thing.
One of the characters doesn't finish what they are doing as a result of an interruption.
M is reading a file with Frost in DAD but keeps reading during the conversation
Natalya is reading online when the salesperson comes in to check on her, she continues her work.
Kerim is OOO since his work was left incomplete.
I will say with due respect, these are exponentially harder when it's characters and in one characters case we aren't given the movie. I searched thru my memory banks for all 25 films.
