What makes you think this is my first time?
Interesting point here. And you're on to something. Just have a look at some aggregated critics in here:

On the whole, on average, "GoldenEye" gets 65% on Metacritic (not that much higher than "SPECTRE"s 60%). And before we start slamming critics again, one could say that in the 1990's the absence of social media made these critics more relevant than today.
So basically one can summarize "GoldenEye" in those critics as: "It's still the good old formula. Nothing special has happened to the character or no drastic reinvention of the character has taken place. Yet after 6 years the revived Bond feels fresh enough". Point being made is this: "GoldenEye" would perhaps not have worked so well if it wasn't for that big 6-year long hiatus. Its freshness works mostly because of that 6-year long hiatus. That gave "GoldenEye" a headstart back in 1995, and also facilitated its evergreen status.
Because solely as a film, as a story, as a rather unique re-invention of the character, I found LTK and TLD much better than GE. Luckily as of today we also mostly agree on the fact that "Casino Royale" is hugely superior to "GoldenEye".
The actor having a fair crack at the whip almost certainly has something to do with it IMO. It doesn't really matter what people think about DC any more. He's been in the role such a long time he is one of the 'Big 4' Bonds in popular imagination now.

Don't mind Gassner coming back. He's done a decent enough, if not spectacular job. Frankly, Bond production design hasn't really pushed the enveloped since the days of Ken Adam. It would be nice if they brought in someone with a bit more oomph though. In particular (and I'm not totally sure how involved production designer is in this) I'd like to see better use made of locations. Really feels like Bond has dropped the ball on this front for decades now.
Personally, having seen "Blade Runner 2049", it shows that Gassner really is the Ken Adam of our times. Magnificent how the Wallace-CEO-room looked....be creating a little island surrounded by water. Marvellous. But in a way that's what Gassner didd for SF and SP as well. His clean, modernist design shows again in Blofeld's lair in SP and Silva's lair in SF.

Is your point 4 really "confirmed"?

I'm unclear how Gassner was hired for Quantum (was he Forster's guy or not?). Mendes specified Gassner (at least that's what Mendes said in interviews), but Gassner was already in the fold so that wasn't such a big deal.
EON have always retained services of what they call "The Family" which has seen set designers, writers and cinematographers work with numerous directors after being brought in by one. Like a circle of trust. It is not like making any other movie. If you bring your love to this franchise, the franchise holders acknowledge that by showing loyalty. Quite rightly Directing a Bond film is honour, so to come on board you have to accept certain decision will already be made and that you will be collaborating with people who have already established themselves within the franchise.
AKA this news confirms nothing about Director or intentions.
Who the director will be? I honestly don’t have a thought on it any more. I just have a feeling it won’t be SM.
