Actually less money. They could get a local girl you’re right. If they get someone who isn’t local they are paying to fly her out, hotel etc.
They save money by going local. Not that they need it with their budget
Although probably unlikely, it might be because of the incentives. The qualification test for the incentives included things like the usage of Norwegian manpower (security would perhaps fall under that category, for example), but also actors.

A lot of details aren't totally confirmed, as we've had conflicting informations.
But it's pretty sure that the casting call was for Bond 25. How many films starring Léa Seydoux (or basically any current actress) have you seen where a younger version of her character has a scene where she must swim? Let's say she has another couple of films in production this year. What are the odds she's involved in two different projects where a young blond girl looking a lot like her has to deal with a lot of water?
Maybe the girl is French, and the set worker assumed she was Scandinavian. Maybe they couldn't find a suitable French girl and had a lot of luck with a local young girl, and her lines will be dubbed in French (or in whatever Mr. White's first language was supposed to be). Or maybe the part was rewritten, so the actress doesn't have lines anymore.
By the way, that's why a script is never totally finished. There are constant adjustments required during production.

Also, I’m not convinced that this is supposed to be Malek (if he is indeed in the film). This isn’t really the sort of scene for which you’d use a double.

I had a feeling this would be the case. Until someone mentioned Sandgren had before confirmed the film would be shot on digital, my instincts led me to thinking we'd be getting a predominantly 35mm picture. But, as is common these days, it's likely we'll be getting a combination of various formats depending on what's required for each scene.
I'd have been happy regardless as Sandgren is a talented dude.
Maybe they saw LALD and want to make sure there are no more "two-bit island diplomats" appearing in the movie.

Can we please pull ourselves together and reserve judgment till after we've seen the film? Even when the comment is jokingly made, some are bound to take it seriously and since people have lost every sense of irony or tasteful sarcasm (if that is possible), we will surely end up with another caustic remark or two in no time.
