You could also say 'An actor who is undecided vs. An actor who will for the right $$$'. The former suggests they'll do it if it's worth their time, creatively - that's where DC slots in. You're making the assumption he's the latter.
The fact that we don't know doesn't mean that they don't know. Babs and Daniel obviously have a good relationship inside and outside of work. They're obviously in contact. There's no way they haven't discussed it. And since Bond is her main project, I'm certain Babs has Daniel's answer.
I think Dan's coming off as much more indecisive than he is, just because we don't know his decision. Sure, when SP was released he probably had no idea whether he'd return or not. But I'm confident that by now he's made up his mind.
And based on his good relationship with Babs, I'd say he'll do Bond 25.
Now assuming Craig will return, I think a late 2018 release is still possible. If Barber's statement that B25 is "in development" means that Babs and MGW already have someone writing a story/treatment/script, it could be finished by September. If they start shooting in November or even December, the film will be out in October/November 2018.
I have a feeling we'll get some sort of announcement during the first half of 2017. If not, then I think we'll be in for a hiatus and a new Bond.
If he doesn't have such opportunities, then he'll probably be back. I believed him when he said he'd be back only for the money if he returns. I think he's done what he can with this character from an actor's perspective and he knows it. From now on it's just going through the motions for us fans.
Youth is no guarantee of innovation, as they say.

However, if there's something fresh in the script that challenges him, the odds will very much increase. I feel that Babs doesn't want him to go, and probably is promising him something special so she doesn't lose him.
When DC talked about money before, it was facetious. He has also said this role has given him financial freedom, that he doesn't have to worry about himself or his loved ones.
I doubt very much DC would come back and do same-old-same-old just for a pay check.

In 2008 you already can know that. With my first view in cinema after tricker sound over Dench name i know she going to die. Then you have bullet who almoost kild her, the empy chair (also sign of Mr White death) and I Never left. Then hints in Skyfall who also started in maintitle with Dench name over graveyard.
Sadley enough before Skyfall was released it was spoiled she died in movie.
I am not and not going to re-watched the maintitle of Spectre til the moment i wil see the movie for a second view.

I couldn't find anything of interest, though I did discover that EON has another two films on their slate listed on IMDB Pro, in addition to Film Stars Don't Die in Liverpool (2017). These include No Place to Hide (2017) and Remote Control. Both are cited as "in development".
