Really, there were not any great major villains now that I think of it.

I dislike Graves and Greene immensely, the former being a badly written, cheesy bad guy version of Robocop, and the latter just being incredibly boring. I love the four I've listed though, and any henchmen they had (Xenia, Ourumov, and Stamper in particular) were very good.

I know this is an incredibly delayed response, but:
My list would most certainly be a bit different now - I wouldn't keep Slate there; I believe I only added him at the time because I love the fight between Bond and Slate so much. In terms of a villain, I just consider him a major factor in an excellent fight, nothing more than that. I would change it to:
1.) Alec Trevelyan
2.) Le Chiffre
3.) General Ourumov
4.) Xenia Onatopp
5.) Elektra
6.) Zao (He was in some of the better fight scenes with Bond throughout DAD - Cuba and the car chase on ice - and he proved to be a worthy physical adversary.)
But of the other I may say:

Of all the uintresting villains, Renard takes the number 1 place. He has such a lack of caracther and is just dull. Sorry Renard, but you're just like the movie you were in. Dull.

I can see why people might think that. However, consider what Graves says to Bond once Bond uncovers his true identity:
We only met briefly, but you left a lasting impression. You see, when your intervention forced me to present the world with a new face, I chose to model the disgusting Gustav Graves on you. Oh, just in the details. That unjustifiable swagger, the crass quips, the self-defense mechanism concealing such inadequacy...
So yes, Graves is forced, tacky and ridiculous, but it's not because Stephens portrayed him poorly, IMO, rather it's because Moon's portrayal of Graves is based on a cartoonish notion of what a "corrupt Westerner" is supposed to be according to Moon--someone who is extremely boorish and obnoxious. I quite enjoyed the character myself.

1. General Ourumov- he simply radiates authority and coolness; the only drawback to his character was how quickly he was killed- if his death was supposed to represent how disposable he was to Trevelyan, then it succeeded. Still though, I wish he had been given a more worthy death than a round of machine gun fire!
2. Xenia Onatopp- probably the most memorable female villain of all Bond movies since Fiona Volpe in Thunderball or May Day in A View to a Kill
3. Boris Grishenko- would we call Boris a "cool henchman"? Absolutely not- but memorable and a worthy inclusion to the series? Indeed! The line "I am invincible!" should be enough to seal his place in this list
4. Victor "Renard" Zokas- if there must be one drawback to such a classic henchman, it would be in the unused potential of his "special ability"- that is, his near invincibility; despite it being played up early on in the movie during the MI6 briefing at the castle, when it came time to be used in the final showdown with 007, we were seriously let down. However, still more memorable than the villains in the movies to come!
5. Stamper- I find it ironic how most fans remember Renard more than they would Stamper, and yet what made Renard so iconic had actually already been in effect with Stamper two years before! I've read complaints about how Stamper is a typical Aryan strong-man knockoff of previous henchmen (Red Grant, Hans, Kriegler, Necros), but that never really bothered me- he certainly has a more significant role than either Hans or Kriegler did!
Elliot Carver - He's a cruel-as-hell J. Jonah Jameson, but he was a very contemporary 90s villain (TNT must have thought he was a little too on-the-mark, because whenever TND aired on TNT, they cut out the "I always thought watching your TV shows was torture enough" line from Bond).
Le Chiffre - Every time I watch Casino Royale, I just enjoy Mads Mikkleson's performance. He plays a suitably creepy villain who's just good at playing poker. Then he took a bullet to the skull from somebody not Bond, which surprised me.
