He's probably talking to Strutter, as many men in Harlem were keeping tabs on Bond's movements, likely under his guidance.
Yes but the taxi driver also uses a CB radio and we know from later in the film that he's a bad guy so I never know who's working with the CIA and who's working for Mr Big.
I think the scene is intended to confuse the viewer as to the loyalties of Strutter. For the record I would say that shop assistant and Bonds taxi driver are certainly working for Mr Big. The two guys in the car and the shoe shine guy are more ambiguous. You could say with equal validity that they are CIA or Mr Big's guys.
There's also a theory that just struck me that Strutter is tailing Bond on his own and merely reporting back to HQ and all the people we see on the street are Mr Big's.
Anyway I believe the (freshly shined) shoe has passed to me:

Always difficult with a two or three word quote, and if it is from Thunderball, would of escaped me, as haven't seen that release for a long time
Sounds like Bond to Moneypenny or even vice versa but just going down a blind alley on this. Will say Moneypenny to Bond from OHMSS, but no surprise if incorrect. Simply not enough to work with..
