I liked that bit in Goldeneye when he's on the Manticore before finding Farrell's body and some kid rushes in, and Brosnan wraps a towel round his head and throws him down some stairs. Not really 'ruthless', but worth a mention I thought

Proper ranking, @Goldeneye95! Kauffman's is definitely most cold-blooded, since he really was completely defenseless and had know reason to be killed at the moment. At least Elektra had a nuclear submarine crisis at her control and Alec a meltdown of London at his when Bond killed them.
Bond could have knocked him out cold and left him there to be framed for the murder of Paris, but made a different call. I'm not upset about it, in fact I like the fact that they showed Bond's cold side. I'm just stating obvious fact that it was cold-blooded, since there was an alternative.
Cold-blooded? Maybe not. Cold-blooded would imply Kaufman didn't deserve it, and he did kill Paris so he definitely deserved it. But it was definitely ruthless and without any mercy.
