They rarely get the humor.

I agree on Berry, her dialogue is bad.
Well, the 'hit. positions..play' bit is ok.
Maybe it was Mendel's kooky laugh that threw them.

Maybe Brosnan's best line as Bond and his best delivery. What works is that it is a pun, but so deadly serious because of the circumstances. So it does not relieves the tension, only stresses it.
However, it could be another example of a Moore ad-lib like the "That ought to keep you in curry for a while." line in OP and LALD's "We'll soon lick you into shape."
Is there a 'best lines in all Bond' and if not, why not?

Yes, I've often wondered this why would the British be developing something for the US that it already has. Boom boxes were then just as popular in the US as they were in the UK.
Whilst I don't have a problem with the line per se, I just feel I'm missing the joke here.
I think some of the later Q scenes work better than the Moore Era. I still laugh out loud at the "don't touch that! ... it's my lunch!"

Some of the post-Moore Q stuff does feel quite contrived. He says "pay attention 007" in every scene more or less during the Dalton and Brosnan years.
I always find the Barry Manilow stuff with Caroline Bliss pretty painful to watch.
Also LTK has quite a few good (bad!) ones, being "i love James so much" the perfect example!!
It's not so much that the line is bad as it is crass. Tiffany Case in the movie is so darn crass and vulgar.
I can't stand her in the second half of the film, but in the first half I quite like her. She's the least irritating out of all the airheads that appeared during that period. (Rosie, Tiffany and Mary Goodnight).
One thing I can't get my head round is Timothy Dalton describing her as "wonderful" in a 1989 interview.
