Martin Campbell does a fabulous job, but the action scenes needed trimming down.
For a story that acknowledges the post-Cold War world but for the most part, is really just back to basics. Some people say that after a six year drought, any Bond film would've been huge, but I think GoldenEye—while a good (as opposed to a great) Bond film—was the perfect film for its time. Elements other than the script reflect this of course (Brosnan, in particular, tends to retread Bonds past rather than build his own), but I think France's work epitomizes the balance this film struck.

For the novelty appeal of being the only woman that Superman and James Bond share in common(unless that story about Valerie Perrine/"Miss Teschmacher!!!!" being Shady Tree's blond acorn in DAF is true).
Honorable mention to David Arnold for his first and best Bond score.

TWINE: Desmond Llewelyn
To the late Mr. Llewelyn for his touching final scene in his most famous role.
Brosnan himself, in what I think was his best of the four he did
Pre credits sequence, in what could be the best ever
I'm going to include Judi Dench too, I remember she featured quite a bit and was quite impressive
