Both are tough choices, especially the first, but damn... FRWL is a god among the Bond films.
TB destroys TWINE.
TB vs. TWINE - I'm afraid I didn't have to think about this. My #2 against my #24.

TSWLM narrowly beats FRWL mostly due to its sheer entertainment value which makes it an easy watch. Then Thunderball over TWINE. Some of the best deliveries from Connery definitely put this above the latter.
As for the second, TSWLM is a quintessential Bond film, but FRWL is not only a defining Bond film, it's a genuinely good piece of cinema. I'd give it the nod.
TB - mediocre, but considerably better than that mess that is TWINE
