Interesting thought: I can certainly imagine a future Bond film looking at his parents' deaths and bringing it into the plot, as Deaver did in Carte Blanche (or I think the Andrew Garfield Spider Man films did).

Plot: MI6 is framed up!
It was an ordinary day in the Trafalgar Square when there are three vehicles arrived and a group of masked men came down from the vehicles and started shooting people.
Half of the people in the area died, one of the survivors of the massacre has told the Police that it's MI6 who's behind the massacre, he showed them the ID Card that has a codename 003 in it and his name is Sqn Ldr, RAFVR Simon Dorchester with his picture and the logo of MI6, that the survivor/witness believed one of the masked men had left while rushing back to their vehicles.
M told 003 to get out of the country and hide, which he did.
When the Ministry of Defence came to the MI6 to find 003, M told them that 003/Dorchester is innocent and had been framed up, and admitted that he helped him escape, because of this, M is arrested for "defending a criminal", and there will be ongoing hearings.
This came to the knowledge of the Prime Minister, who wants to shut down MI6 for "it's involvement and protecting one of the suspects of the Trafalgar Massacre".
While at the custody, M talks to Bond and tells him that he needs to investigate the situation, M also tells Bond that 003 is innocent and M orders him to protect 003 (who's currently hiding in Croatia), and find who framed them up.
Bond will also team up with Atty. Eleanor Rigby, M's lawyer and the main bond girl.
Can 007 prove that 003 and M are innocent?
Can he save MI6 from being shut down?
Who are the real suspects behind the Trafalgar Massacre?
