Per Britannica - “the general composition of a scene; lighting of the set or location; the choice of cameras, lenses, filters, and film stock; the camera angle and movements”
Definitely NOT the editing - “cinematography is more so the visual concept and editing is the process.”
Cinematography is the overall visual look of the film - the lighting, camera movements, angles, compositions etc.
I get what you mean, editing can influence how the cinematography comes across (ie. if a particular shot is placed after another this can create some sort of intellectual or emotional response from the viewer) but they are different.

You can’t seriously consider the film to have the best cinematography in the series. That’s nonsense.
Having an issue with the editing in QOS is one thing, but as stated above, it's completely independent from the cinematography. Which, I agree with many above, has moments that are absolutely gorgeous.
Although to your point, I'd likely vote for Skyfall as well. Beautiful film.
Elimination games often have some tediously silly results, but I can't fault anyone for choosing any of the last four films as being the best shot in the series.
Honestly, I'm more surprised that SF has gotten downvotes so far, and I don't even like the film.
Skyfall and NTTD are visually more “artistic” sure, but I think QOS cinematography suits Bond to perfection. So, no…. Not invalid. Please cast your own vote if you feel otherwise.
Hey, I vote sometimes! It's just you see a lot of "Joe Don Baker was better than Rami Malek" or "NSNA had better production design than Spectre" and the eyes begin their journey upward into the skull.

Quantum of Solace and Skyfall are two of the best-looking films in the series. No need to quibble about which is lesser. Tomorrow Never Dies is a pretty great-looking film too. In fact, there are very few films in the series that don't have their strengths in the cinematography department. Even Glen's films in the 80s all have at least a few really nicely composed shots in them.
