    It is Bianca, the girl from the PTS of Octopussy, or at least I think it is, because for the life of me that is the only time I can recall seeing a chicken in a Bond film.

    Just because of the circus. But I don't think the other clues really fit. I mean it can actually not be such a minor actor since I know nothing about him but the clues make me suggest that this shold be quiet a more important character.
