You are correct @Birdleson, it is the Soviet Chairman from OP!
1) One of eleven.
He is one of eleven people seated at the table.
2) I am quite friendly with someone we've seen previously.
He is rather chummy with General Gogol.
3) Painting a positive picture was a deliberate act on someone's part.
EON wanted to make sure that they didn't portray all of the Soviets as villains. This scene makes it clear that General Orlov is a crazed individual that is not acting on behalf of his superiors.
4) There's a strong sense of history here.
The portrait of Lenin on the wall. Plus, we have two returning characters in Gogol and Rublevitch. There's also the Michael G. Wilson cameo as well.
5) You'll find me right in the middle of it all.
He is seated right in the middle of the table.
Also, he gets in the middle of/breaks up the bickering between Gogol and Orlov.
6) If you don't like the view, just wait a minute.
The table spins around the room!
7) Boris and his password.
Boris is a Russian man and his password is chair = Soviet Chairman.
8) I'm fair, but also tough when I have to be.
With General Orlov.
9) Wow, can you believe this guy?
General Orlov is a complete nut job! Gogol's expressions of irritation are priceless!
10) Let us now proceed with new business.
He opens the scene by saying, "Next on the agenda is the continuing mutual disarmament talks with NATO."
I was trying to paint a picture of a powerful individual who was heading up a meeting
11) The actor who plays me bears a slight resemblance to someone who actually was in a position of power.
Paul Hardwick does look a little bit like Leonid Brezhnev. I'm not sure if it was intentional or not. Plus, I've always thought Walter Gotell looked similar to Mikhail Gorbachev!
12) Stop it, both of you! You're like boys with toys!
As mentioned before, he breaks up the feud between Gogol and Orlov, telling them both to sit down. Plus, I was trying to provide you with another Russian connection.
Well done, Mr. Birdleson. I pass the baton over to you. I look forward to deciphering your next set of clues!
A lot of them referring to Bond's individual facial hairs?
