Clutching for that straw.
An EON character with a name and lines of dialogue:
1) Heigh-ho, heigh-ho, it's off to work I go!
2) He's in no mood for your juvenile quips.
3) You can't always get what you want.
4) Well, it's all a matter of perspective.

12) He decided not to go back to the salt mines.
13) There appears to be a shortage of the materials necessary to complete the job.
14) Even though I've left, I can still hear what you're saying.
15) It was amusing at first, but now I seem genuinely concerned.
16) A suggestion was made to dispose of the evidence.
17) Inviting the monster inside.
18) A stallion sounds right to me.
19) Regarding the above clue, think about a Best Picture winner.
20) He's a real Renaissance man.

22) Perhaps I should've waited for Bond to leave before I said that.

Yes, it is referring to the person you're trying to guess. There's no trick to it.
Also, it's not Linda.

I will start working on putting the answers together now. In the meantime, do you mind sharing how you figured it out?

Mathis tells her to go work on her tan and she goes off to do just that.
2) He's in no mood for your juvenile quips.
"Sorry, he's in a bad mood today."
3) You can't always get what you want.
She tells Mathis that she wants his hands on her skin, but it doesn't end up happening.
4) Well, it's all a matter of perspective.
She points out to Mathis (after he had been complaining) that since he was innocent, they bought him the villa and that perhaps he really owes Bond in the end.
5) The brand on the list was questionable.
"You only buy cheap wine."
6) A man comes. He travels quickly.
Bond travels on the speedboat to get there.
7) You always were a cunning linguist, James.
Bond understands what she is saying even though she speaks in (what I presume to be) Italian.
8) We have all the time in the world... until we don't.
Gemma and Mathis. I thought the reference to Tracy's death might lead you all to it a little quicker.

At the villa. It absolutely is.

At the beginning of the scene, she is the only one not wearing sunglasses.
11) A distinguished gentleman?
James Bond has traditionally been considered a distinguished gentlemen, although perhaps less so in the Craig films. Anyway, Mathis tells him that it's easy to distinguish between right and wrong when one is young.
12) He decided not to go back to the salt mines.
The line from FRWL when Kerim decides to attend to his woman. However, Mathis leaves Gemma all alone.
13) There appears to be a shortage of the materials necessary to complete the job.
"And MI6 ran out of plastic?"

She doesn't go very far.

She was in a good mood when Bond arrived, but looks worried by the end of the scene.

From Gemma's point of view, Bond is the man who took Mathis away from her.

Mathis is knowledgeable about many things. Giancarlo Giannini is Italian (so is the actress who plays Gemma) and they are in Italy.

They are drinking wine, although I'm not sure if it's the morning. However... tall A.M. one = Talamone, Italy.

Bond says that Mathis wouldn't care when he puts his body in the dumpster.

She doesn't serve Bond the wine, although she leaves it out, and she goes off to work on her tan.

Bond and Mathis. Plus, they will probably make her leave the villa now that Mathis is dead.

The name Gemma means precious stone. Mathis is with her at the villa for an undisclosed amount of time, since QoS is a direct sequel to CR.
