Great guess, you may have it there. A lot of clues fit, anyway.
It's why I've started to force myself to submit guesses once I've got even a few clues that seem to match up really well. You never know.
We were indeed looking for the Technician in Venini Laboratory from MR!
1) Still bungling in the dark.
A reference to Moore's Bond, who is breaking in/sneaking around in the beginning of the scene.
2) I use something familiar when I'm working.
He uses the Close Encounters tune on the keypad to gain entry.
3) One pink and one green.
He is carrying two folders/binders when we first see him.
4) Now there are two of us.
Bond follows and sees that there are two technicians in the lab.
5) However, there are seven in total.
Bond, the two techs, and there are four rats in a cage.
6) It's hard to make out what I'm saying.
He is talking to his partner at one point, but it's impossible to make out what he's saying.
7) The future will look different.
The next day, after the incident, the lab has been moved.
8) I should never have left you.
He shouldn't have left Bond alone!
9) My partner and I work well together.
They take one of the globes out of the room together.
10) Such a delicate touch.
They handle the vials very carefully.
11) Security measures have been put in place.
The door seals itself from the outside in the event of an accident.
12) Not everyone will make it out alive...
13)...but it may surprise you to find out who does.
The rodents survive.
14) Too bad my boss doesn't have a funny bone.
15) Otherwise, we might have been better prepared.
When Bond and Co. enter the buiding the next day wearing gas masks, Drax comments that he doesn't understand their sense of humor.

The actor, Jean Rupert, is French. I assume the character is Italian since we are in Venice.
