Turns out, @Birdleson didn't need more clues to solve this one. Quite impressive.
Gas Station Attendant from the OP PTS :
1) I'm at work, but I'm hardly working.
He is sitting in his rocking chair when Bond pulls up.
2) There is no doubt about what is special.
The sign behind him states that there is a special on lube and oil change.
3) Will I do what is asked of me?
"Fill 'er up, please."
4) Watch as I spring into action!
He quickly gets out of the chair.
5) The setting doesn't particularly look like it belongs in a Bond film. Same goes for me.
Self explanatory.
6) So many questions... but I don't say a word.

7) Rats! Or California?
Considering the abbreviation for the state of California is CA, work backwords from the A and you'll find an acronym for Acrostar.
8) I'm just here for the laughs.
His only reason for being in the film is for the purposes of a gag.

I can make most clues fit, except for the fact that she has one speaking line.
Great clues and character! I think I may have guessed the Ambassador before, but you're right, I don't remember his wife being mentioned.

Yes, @Birdleson, you are correct. It is Inferno the Stallion from AVTAK.
Zorin first tells Bond about him in his office, but doesn't reveal his name until the steeplechase race. We are shown a picture of "Misty" (love how Walken says that) the horse that Inferno is a descendant of. During the race, Zorin activates the steroid injection.
