The character is Villiers, M's assistant in Casino Royale. Here's how I came up with the clues:
1) The dead, I'm familiar with some.
In the Bahamas, Bond views computer images of dead henchmen, which Villiers and M also see while monitoring Bond's computer use. He also later sees Solange's dead body.
2) Someone speaks to me.
For one thing, after the House of Commons briefing, he gets an earful from M.
3) I see a bad guy
Like #1 above, and Alex Dimitrios is one.
4) I see Bond
In Nassau, in person, even takes a helicopter ride with him.
5) I can multitask.
After he and M leave the briefing, while walking, he alternates between putting on his overcoat, stuffing files in his briefcase and closing it.
6) I know about crime.
Like #1 and #3 above; also, MI6 must've trained him; and a clue meant to try to persuade you he was on the wrong side of the law.
7) I keep my calm, for the most part.
Calm and workmanlike, but on seeing Solange's body, he retches.
8) I know Bond is formidable.
For one thing, M says Villiers told her Bond's the best poker player in the service. He must know about Bond's other abilities too (don't know if he got any dating tips tho).
9) I talk to Bond.
When Bond phones from Miami Airport.
10) I spy on someone.
Monitoring Bond's computer use--and when Bond is poisoned.
11) I talk to someone about Bond.
He tells M Bond is in the Bahamas, and when he's been poisoned.
12) My hands are full at the moment.
Another way of describing #5, hands full of overcoat, briefcase and files.
13) What I help with has major repercussions.
Villiers learns of the plane being unveiled at the airport; M tells Bond; Le Chiffre loses "his" money, enters the poker game and is later killed.
14) I convey distressing news.
"Bond's been poisoned".
15) I interrupted something.
He interrupted M's sleep to tell her what Bond was doing.
16) Many characters might get more fresh air than I do.
We see him working mostly indoors.
17) I share several scenes with a major character.
With M.
18) That was a close one.
He saw that Bond almost died when poisoned, then was revived.
19) Bond tells me what to do.
...to have M call Security at Miami Airport.
20) I hear that major character tell Bond to do something.
...push the button on the defibrillator.
21) I know talent when I see it.
...that Bond's the best poker player in the service.
An added treat was that I saw we hadn't played Villiers before. Perhaps he goes unnoticed somewhat because his role is not that flashy and he just does his job? Seems to be a good bloke with promise though.
