I must run (literally bike) to train station right now but I will give answers to the clues later.

Answers to my clues for Miss Taro are:
1. I'm up, a pleasant enough beginning.
She comes in as dutiful assistant to find files, helpful, pleasant, normal kind of encounter.
2. Location, location, location.
She gives Bond detailed instruction on how to get to her home.
3. In spite of Bond's insistence, I resist.
Bond firmly wants to take her out to a cafe or restaurant for a meal. She needs him detained there so more thugs can arrive to kill him. She tries to stall by saying she will cook for him.
4. At one point, Bond surprises me.
Actually, Bond surprised her twice - 1st he dramatically caught her eavesdropping, then he also surprised her by arriving at her home when she believed assassins would have already killed him before he got there.
5. A ride in the countryside to see me.
Bond's winding ride up the countryside hill to her home.
Not orlov, not the official at the official at the nambutu embassy. Good guesses though. New clue:

The Embassy is attacked, and since CR we know that's really, really not done.

Bond is asking for the Visa papers, but takes the Lector and the girl.
The other guy had far more fun when this happened
Kerim himself was attacked with a bomb behind the wall, and he was beeing 'entertained'.

Bond asks if the clock is correct, twice.
Where I come from, the indication is always perfect
'Russian clocks are always correct'.
