A rarity.

Do you remember Karl from OP? Bond's driver that escorts him across the border to the circus?
1) I am privy to some extremely private information.
He hears M and Bond talking about 009, Octopussy and General Orlov's plans.
2) The destination is a part of me.

3) Only two out of three will make it.
Only Karl and Bond travel across the border. M gets out of the car.
4) My enthusiasm is second to none.
He's very excited to do his job.
5) Actually, someone else from the same film (serving the same function) may have me beat.
Sadruddin was even more excited to drive Bond to the hotel earlier in the film.
6) I'd like to switch that A with an E. Do you have any good leads?
Bond's cover is a manufacturer's representative from LEEDS.
7) The mode of transportation is appropriate.
A Mercedes Benz in Germany.
8) Have you landed on any good sofas lately, 007?
Again, Bond's cover. He will be visiting furniture factories in East Germany.

Mostly referring to Bond later on, but lark rearranged is karl.
20) The previous clue is only partially referring to me.
I felt I should clarify.

28) A slightly more popular character from the same film (and a different one from Clue 5) also serves the same function, but in a different capacity.
Smithers also served as a driver, but his job was to tail Kamal Khan.

M looks very concerned as he watches Bond cross the border. Brown will always be Junior to Lee's Senior.

Most of his time driving Bond is not shown onscreen.

We can hear bells ringing at the start of the scene.

35) To further expand on the previous clue : Where was I when he really needed me later on?
Bond could've really used Karl later on when chasing the bomb.
36) Hold on, you're dead! Did the lost become found or is it someone else?
When we see the clown at the circus, he looks just like 009.
37) I've asked you nineteen times to reposition them. I shan't ask you politely next time.
Reposition the letters in Clue 19 and lark = karl. ;)

Moore Bond's cover name in TSWLM was Robert Sterling.

They verified the OP circus was in East Berlin when 009 was killed. Bond's cover is a manufacturer's representative from Leeds.
40) Freud's id is what's needed.
"Here is the ID that you'll need." Freud was from Austria (close) and of course it's also referring to Bond's sexual drive.

What a round! I never thought it would last that long at first, but once it got going I was hoping to break the record. Alas, Mr. Birdleson has once again proved himself to be too clever. When you guessed Sadruddin early on I thought you'd get it on the next try!
Some of you also guessed OP characters that made me sweat. Tokoloshe - you were on the right track. You certainly had a grasp for what type of character we were looking for with your last few guesses.
Thanks to all who participated. I had a blast and I hope you did as well. Again, kudos to @Birdleson for solving it. He deserves a lot of credit! Look forward to seeing what you throw at us next.
