But it’s not the character I’m thinking of.
People have been excruciatingly close.
An extra clue added above. This surely must be the clincher.
To further clarify, the character referenced in Clue 1 has already been guessed.
Another clue added.

This one was a bit cheeky to start off with, I must admit.
Pushkin kills Sgt Stagg.
Leo(nid) = Lion
I would guess a lion would kill a stag (deer) on sight!
2. My visitor really does like to cut to the chase, figuratively and later literally.
When Bond interrogates Pushkin, his questions are very short and terse, hence he cuts to the chase. When Bond “assassinates” Pushkin, he is then chased through Tangier.
3. My intelligence is insulted.
“That was bloody stupid!”
4. In one instance, I parrot what the other guy just said.
Bond: “Smiert Spionam”
Pushkin: “Smiert Spionam!”
5. The answer to my question becomes immediately apparent.
Pushkin to Rubavitch: “Is anything wrong?”
Bond is stood behind the door, gun to Pushkin.
6. An unwitting person undergoes two horrid experiences, and it's partly my fault.
Rubavitch. Has her clothes ripped from her and forced to stand naked.
Then watched Pushkin get shot. The latter of which Pushkin was in on.
7. I think Bond has taken a leaf out of a certain PTS.
You Only Live Twice. Faking assassination.
8. I must have watched MTV!
Now this one was difficult, granted. The actress who plays Rubavitch, Virginia Hey, had a cameo in the first music video to feature on MTV, Video Killed the Radio Star by the Buggles. She also features alongside Hans Zimmer, curiously.
9. I am spotted, besotted with someone spotted.
When Bond spies on Pushkin from his car, he is seen kissing Rubavitch, who is wearing a spotted dress.
10. Access denied.
“That is a security matter and cannot be discussed”
11. Those two horrid experiences are enough to nudge anyone over the edge.
Rubavitch is seen to be in hysterics at Pushkin’s “assassination”.
The popular saying “to push one over the edge” is changed here as to draw attention to itself. Push alluding Pushkin.
12. My arrival is a cause for consternation.
Pushkin arriving at Whitaker’s base, to announce the cancellation of the arms deal.
13. One’s family and something in Clue 11 is the answer you are looking for.
One’s family = kin
Clue 11: nudge = push
Pushkin!
14. Alternatively, you could look to the sky, you will also find the answer there.
Leonid = The Leonids, the name of a meteor shower that happens around every 30 years.
15. To clarify Clue 8, think about what MTV was originally known, and the Bond alumna-to-be link that lies within.
See Clue 8.
16. I arrange quite a commotion to achieve my aim.
Blocking off the road and stopping the tram to arrest Kara.
17. I had him stop off at the gas station, most likely.
To stop off at the gas/petrol station. This alludes to the common joke that men will stop off there for flowers for their wife, usually a last minute valentines or anniversary gift. Pushkin’s guard is the one who gives him the flowers for Rubavitch.
18. Cordiality seems to have been passed on.
Pushkin is General Gogol’s successor. Both congenial KGB heads.
19. Someone really has it in for me.
Koskov framing Pushkin.
20. I'm a bearer of unfortunate news. Feathers are certainly ruffled.
Cancellation of the arms deal. The latter part is a bit of a red herring, admittedly, although it could allude to the customary Glenn shot of pigeons as Pushkin gets out of the car.
21. I am spoken of highly in some circles.
“Our paths have crossed over the years.
He's tough and resourceful, but...
- I can't believe he's a psychotic.
- Neither did I until today.”
22. I’m momentarily an inconvenience, but a solution is found.
“But as long as you're alive, we'll never know what he's up to.
Then I must die.”
23. I receive some advice, but I don’t respond. I do nonchalantly discard something, however.
“You should have brought lilies”
Pushkin nonchalantly throws the flowers aside.
24. I put someone in their place. My derision is also discarded.
Pushkin laying into Whitaker.
“Lies spread by my competitors”
25. I’m of great assistance, right till the very end.
Pushkin essentially assumes the role of ally. Kills Stagg at the end of the film, saving Bond.
26. Two professions are referred to consecutively.
“Butchers”
“Surgeons”
27. I give someone an ultimatum.
“The money in two days, or you'll find
yourself out of business permanently”
28. I lead someone down the garden path, so to speak.
Pushkin is initially friendly with Koskov, but then the iconic “diplomatic bag” remark.
29. I’m ordered to do things in quick succession.
By Bond during his interrogation.
30. Bond concurs with my question.
“I take it this is not a social call”
“Correct”
31. Bond eventually comes round to his senses. To my benefit.
Bond believes Pushkin over Koskov.
32. I get somebody else to do my bidding.
A right hand man to go arrest Kara on the tram.
33. Something from the past is used against me.
Smiert Spionam.
34. I’m not used to this climate!
A Russian in Morocco!
