It is indeed the Hungarian delegate at the UN.
1. When I talk, others listen...
Kind of obvious.

None of the other delegates look at their colleague while he delivers his speech as their attention is focused on the translator's words coming through their earpieces.
3. As the song title suggests, the UN translator makes sure the Hungarian delegate's words are understood by the other participants.

TBH I was a bit nervous because the Hungarian delegate/language had just been mentioned in the movie trivia thread and I was afraid it would tip people towards the solution much sooner than I had intended 😅
