Let's see how these new clues work out.

    EON Character :

    1) Look up! Look down! Look out!
    2) Bond's first view of me was obstructed.
    3) I have a seat at the main table...
    4)...but I don't stay sitting for long.
    5) No one gets out of here without my approval.
    6) However, just because I'm in charge doesn't necessarily mean I'm in control of the situation.
    7) On the surface, it appears as though I've failed him miserably.
    8) Meet James Bond, the new life of the party.
    9) Yes, I believe he deserves a standing ovation!
    10) I can move pretty fast when I want to.

    11) Let's get to the heart of the matter : deception.
    12) We took the bait and now we mustn't hesitate.
    13) My eyes are just as animated and expressive now as they were back then.
    14) I gave the order.
    15) For a brief moment, a man is shown giving me an update. Situation analysis: hopeless?
    16) Did I lose my job over this?
    17) All we can do is just stare in amazement at Bond's abilities.
    18) You have to wonder how I felt when (or if) I (ever!) found out the truth.

#11 makes me think of the diamonds hidden in the ice next to the animal's heart. But I can't find a TLD character to fit the clues.

The Tangier head of security, played by Nadim Sawalha? I think I can make every clue fit.

Ding ding ding! We finally have the correct answer, thanks to @Tokoloshe2. It is indeed the Tangier Chief of Security from TLD! He is the head of security during Pushkin's fake assassination and the resulting chase after Bond.

    1) Look up! Look down! Look out!
Pushkin's "assassination" scene. He points up at Bond and everyone starts running.

    2) Bond's first view of me was obstructed.
From the musical men asking for money when spying on Pushkin in his car. The Chief is there also. Q Branch you had the right scene in mind!

    3) I have a seat at the main table...
    4)...but I don't stay sitting for long.

He is seated at the main table next to Pushkin's girlfriend.

    5) No one gets out of here without my approval.
He orders his men to seal the building.

    6) However, just because I'm in charge doesn't necessarily mean I'm in control of the situation.
He allowed Pushkin to be assassinated and the assassin to escape.

    7) On the surface, it appears as though I've failed him miserably.
    Pushkin appears to be dead.

    8) Meet James Bond, the new life of the party.
Bond quickly becomes the center of attention after the "death" of a member of the Soviet Party.

    9) Yes, I believe he deserves a standing ovation!
Pushkin is given a standing ovation after his introduction.

    10) I can move pretty fast when I want to.
    Well, yes he sure does.

    11) Let's get to the heart of the matter : deception.
Pushkin is "shot" in the chest, but I love the connection Tokoloshe made to the heart in ice from the same film. Didn't even occur to me.

    12) We took the bait and now we mustn't hesitate.
They believe Bond killed Pushkin and are desperate to catch him.

    13) My eyes are just as animated and expressive now as they were back then.
When Nadim Sawalha played Aziz Fekkesh from TSWLM ten years earlier.

    14) I gave the order.
To seal the building and capture Bond.

    15) For a brief moment, a man is shown giving me an update. Situation analysis: hopeless?
One of his minions informs him of Bond's escape.

    16) Did I lose my job over this?
Security was lax. If not for Bond then Necros would've easily killed Pushkin.

    17) All we can do is just stare in amazement at Bond's abilities.
When Bond jumps on the antenna and uses it as a springboard to land onto the next rooftop.

    18) You have to wonder how I felt when (or if) I (ever!) found out the truth.
Did he ever find out it was all a ruse?

That's it for this round. Congrats again to @Tokoloshe2! I had some more clues in store, but I'm satisfied with the outcome. I was afraid I'd be terribly rusty against all of the sharp minds here. Looking forward to what happens next.

    Many thanks @pachazo .

Let's go for a "plural" answer, for a change -- you're looking for more than one character here. Staying within Eon territory as always...

    1. We're not exactly in the honeymoon suite here.

    2. The insurance company is never going to believe this!
