    Yes and no. Personally I see him as more of a henchman since she clearly has some control over him. Arguments can be made either way. He would rank similarly on the list regardless I think for me.

    The classic villians from the first 6 films are timeless
    Sanchez, LeChiffe, and Silva fit in this category

    Moore's group from Kananga to Zorin (excluding Drax)

    Brosnan's best villian was Trevelyan and Eleckra (the rest are laughable)

    I think Drax was the dullest and the worst of any Bond villian in the worst film
    That cross dressing Blofelf in DAF was also pretty crappy

    Another point to Glen: Kristatos, Orlov, Khan, Koskov and Sanchez are all fantastic villains. However I guess Campbell overall has the best track record with Le Chiffre and Trevelyan.

    It's good to see Sanchez being mentioned in the upper echelons of Bond films. He's a very intimidating villain.

    Davi does get more screen time than a lot of other villains, but even in the first few minutes he's established Sanchez as a ruthless and characteristically powerful being. That's in contrast to some actors who, regardless of their screen time, simply can't sell their characters as villains who are anywhere near as menacing or terrifying as Sanchez.
