Suave, scary, funny, he's really got it all. Even beyond Bond, he's just a great film villain.
2. Kananga
I think this guy is really underrated. I'm a fan of completely mad villains who control themselves so well for so long until they just snap totally. I like his cool demeanor as Dr Kananga, and his nutty Mr Big performance. And he looks great in the knife fight.
3. Dr No
The template. Great look, great lair, great gimmicky hands.
4. Greene
Yeah, I like Greene. A lot. Again, I like the bonkers ones. And unlike Zorin (who I also like), I find Greene believable in his position. He's a creepy, slimy nut, but he has a dangerous aura about him that makes his potentially ridiculous fight with Bond actually seem believable.
5. Zorin
Who doesn't love Walken? While Zorin's willingness to constantly be present at all of his crimes makes him a little unbelievable as a respected industrialist, he's just too much fun.
6. Scaramanga
An oddly lovable villain who's perfectly friendly and reasonable most of the time, he's a great match for Roger's Bond.
7. Drax
Every moment Lonsdale is on screen is great. He's only got one trick, really, but that droll humor serves him well.
8. Blofeld (Waltz)
Another unpopular choice, I know. But I love his boardroom scene, and I love his odd casualness in the Morocco section. Also, "I've really put you through it, haven't I?" is one of my favorite villain lines.
9. Blofeld (Savalas)
An excellent match for Bond, physically and intellectually, the only Blofeld you can really say that about. If he hadn't fallen for Tracy's rather silly ruse near the end, he'd be even higher.
10. Koskov/Whitaker
Another unpopular choice? I enjoy both performances, and find the idea of these two doofuses dragging Britain and the Soviets into a potential war really interesting and scary. I'm also a big fan of the strange showdown between Bond and Whitaker.
11. Silva
A fun and original performance. His actions are obviously inspired by Ledger's Joker, but I've never seen another villain with the personality of Silva.
12. Blofeld (Gray)
Apart from one unfortunate scene, he's a lot less camp than the movie around him. Great delivery of some well-written dialogue. Fun to watch.
13. Goldfinger
13 is low for Goldfinger probably, but it's not low. I just like the above guys more....
14. Largo
I used to think of Largo as a near non-entity, but on my last viewing of Thunderball, I really liked him. He exudes a certain competence and strength that perhaps doesn't pan out in movie events, but for most of the movie, he's a very strong presence.
15. Le Chiffre
I considered going both higher and lower with him. He's a great character, for sure, but I don't find him very effectual or intimidating as a villain. He's just so clearly frightened.
16. Graves
Too high? This is still the good section, and I do enjoy Graves. It's not a good film he's in, but his obnoxious behavior is fun to watch, and it ends of making sense that he's a fake person. (Well, it doesn't make sense, but it's consistent anyway!)
17. Kristatos
We're getting into the weaker villains here. As many have said, nothing really wrong with Kristatos, but he doesn't get enough to do.
18. Blofeld (Pleasence)
This guy doesn't seem to have the physical or intellectual prowess to go up against Bond or head SPECTRE. He's just a little weirdo with a pretty lousy plan who would have been overthrown within the organization long ago. That said, he's certainly an icon, and I suppose he's interesting to watch.
19. Trevelyan
I don't see the appeal. Great, truly great fight at the end of Goldeneye, but his character doesn't make a great deal of sense, and his dialogue is unfortunately written. And by that I mean that's it's very very written. He speaks in prose. I just can't really buy it. Ourumov had a lot more potential; I thought.
20. Khan
From here on out it's a lot of overacting, or one case of underacting. Jourdan is just laying it on way, way too thick. And we've already got Berkoff doing it!
21. Rosa Klebb
Sorry. Again, too much for me. But I do actually enjoy her performance with the shoe. She's more interesting when she's cornered and afraid.
22. Carver
This type of overacting was done better by Toby Stephens. Partly because DAD is more conducive to this kind of performance. A movie where Bond sniffs a corpse and we're supposed to be sad should maybe have a villain who takes it more seriously.
23. Stromberg
Just bland. He rarely even stands up.
24. King
Really melodramatic and difficult to watch. It's related to the movie, I guess. The scene in the avalanche jacket is possibly my least favorite in the series. Additionally, much of her plot seems to move along because of extremely dumb decisions by Bond and M.

I think I also agree with you on Waltz's Blofeld. I like his cool headedness over some of the other Blofelds. And that boardroom scene is killer, wonderful build up. I think I ranked him a little too low.
One of the fun things about thinking through this for me is realizing that on the whole, I quite like the film Blofelds. (The unseen one is also really great). I'm not wild about Pleasence, but the others all ranked quite high.
I'm a big fan of the Blofeld of the novels, and while the film versions have never really even resembled that character, or his delightful arc, I can at least see now that I really like most of what EON has created for the films.

I find many of the villains to be surprisingly quite weak. The Fleming-created villains are usually fine but the ones created by EON seem (to me) to be failures in some way, either the casting is horrible or the writing is poor or something else is slightly off.
Although Silva was good, in a film which otherwise I hated. And they all have occasional moments of brilliance (such as Zorin saying ‘intuitive improvisation’ while waving a loaded gun at his own head).

It's actually nice to see some love for Waltz as blofeld. Imagine what he could have ranked with a better script!
I'm excited to see what he does in NTTD, cary seems to have more understanding of the character. On the podcast he said something like "being locked up wouldnt stop a man like blofeld" and I really like the sound of that!
Waltz, on the other hand, is the born Blofeld for me. Potentially the best Bond villain ever.
Waltz is definitely born blofeld. Agreed there!
