    You were thinking correctly, @Thunderfinger. It is indeed Robert Sterling.

    Appeared in TSWLM ('77) and QOS ('08). His face is Bond's face, therefore extremely familiar to us. But the name isn't so familiar.

    I seem to recall that some scenes of Dr No were filmed near Goldeneye, Fleming's house. But I can't find any evidence with a quick online search.
