That's EA. And if EA got it, they wouldn't give it to Bioware

If Bioware can make the Bond game in the style of Alpha Protocol, then it could work:

Bioware also works with LucasArts, which is owned by LucasFilm, which is owned by Disney, which now owns half the world.

They USED to work with LucasArts. EA bought them a few years ago.

Hence why Mass Effect is published by EA and the game appearing outside of Xbox 360 and PC.

They still work with LucasArts. Bioware developed Star Wars The Old Republic. EA bought them before this, though. I don't get how the deal works.

Same way Traveller's Tales work with Lego/Star Wars/Indy/Harry Potter etc. They license the product and make the game. The publisher is irrelevant bar their cheque book.

Well, Warner Bros didn't buy Traveller's Tales until some time in 2011, before that, they were a freelance studio (who stuck close to LucasArts, for some reason).

Likely because they did the Star Wars lego game.

They were doing other Lego games as well, before the sale. Just pointing out a dev doesn't have to be owned by the studio that makes the films to work on a license.
