@thelivingroyale summed it up perfectly. However I'll have to disagree and go with the former option. Had Moore been cast, Saltzman and Broccoli would have had a bankable leading man (many forget Moore was arguably the most popular star on television at the time) rather than an unknown actor. I believe this would have led the producers to take less risks and go the YOLT route of spectacle over story. And like YOLT EON might very well have only used OHMSS's title and nothing more and adapted a completely original story. Atleast that's how I see it happening.
