True. I suppose he would be less willing if he still hadn't gone through with his backup plan and seen it fail. That's some kind of logic.
And MI6 could have theoretically earned a few millions in a poker game. Let's not forget either that to capture him Bond would have had to go through Le Chiffre's bodyguards as well as the unknown contractual employer of Le Chiffre (the then unknown force of Quantum). Cornering him in a poker game would be the safest option to get to Le Chiffre.
