If you flipped TLD for LTK, swapped out my 3 bottommost Bonds (DAF, TMWTGG, MR) for 3 others, and rearranged the order, that is actually my Top 10.
That is my Bond ranking after Bond themes :)
Would have guessed that TLD was higher in your ranking since it is a bit similar to AVTAK....

Observations
- For the first time in a few years, Dr No breaks into the untouchable top 7 (the other two, TLD & GE, I have yet to watch)
- Octopussy falls due to the poor location work and cinematography
- Dr No has steadily risen over the years
- Diamonds Are Forever is slowly falling (not because I like it less, but because other entries are rising
- Licence to Kill, AVTAK and TWINE are steadily falling for different reasons.
But the story isn't very good....more (yawn) satellites in space partly ripped from DAF. The 006 arc is interesting as is Onnatop. But the script is simply an excuse for some set pieces....unlike stronger entries in the series (that combine story with action as a secondary point and not the other way around). GE isn't original it's greatest hits all round and mediocre.
To be fair I think action often takes centre stage over plot - even in the better Bond entries. Much of the second half of OHMSS is action for example.
Also, I was watching TLD yesterday. The action in that film is a lot more memorable and entertaining than the overall smuggling plot, which is rather average and not as compelling as the likes of FRWL or even FYEO.
I do get what you mean though. GoldenEye's plot is rather messy.
Action belongs in Bond, and the action in OHMSS is really classy.

I'm experiencing something similar, but with LTK. It seems more and more like QoS, and that's not a good thing as far as I'm concerned. TLD on the other hand, is firmly in my top 10. There are plenty of problems with TLD, but I still manage to enjoy it from start to finish.
I like the third act in a kind of "kick back and let it unfold" kind of way. The cinematography is amazing and the score is lush. They definitely could have cut a lot out, but it never really bothers me too much.
