Lindy Hemming was the costume designer for GE, TND, TWINE, DAD and CR. I always liked her work, especially in CR. (She also worked on Batman Begins and The Dark Knight and now she is working on The Dark Knight Rises - she is one of the many Bond regulars hired by the Bond fan Christopher Nolan.)
For some reason she did not return to work on QOS. (Maybe because she chose The Dark Knight instead?) So Louise Frogley was hired. I think the clothing in QOS was definitely worse than in CR (except the suits by Tom Ford), so I am glad they got someone else.
Jany Temime seems like a nice lady:
By the way, Sam Mendes does have a regular costume designer: he made 3 movies together with Albert Wolsky, but he is already 80 years old, so it makes sense that they did not hire him.
Jany Temime is a great choice. Having worked on six of the eight Harry Potters that can't be a bad start.
One of the (many) pleasant surprises about CR was how it added some iconic images to the world of Bond and how good the costumes were. The La Perla swim trunks, Solange's ribbon-backed dress, Vesper's green linen dress when she first visits Bond in the hospital, her red dress in Venice...in fact, CR was the first Bond film I remember where women I know were looking at the female character's clothes and saying "I want that!" (they also said that when Craig was wearing those swim trunks but I think that was meant differently...).
