These are only my thoughts on the matter. I haven't seen this discussed by critics or filmmakers.
I think the reason the instrumental was used to open FRWL was because the title song, vocal-treatment precedent, had not yet been established. Shirley Bassey's GF, got that going with the next film, no doubt inspired by Matt Monro's end-title vocal efforts to close FRWL.
Also, the opening-titles music to FRWL is not actually a FRWL instrumental, its a medley of both FRWL and The JB Theme. The JB Theme figures as prominently as Barry's FRWL theme.
With this being only the second film, I think Barry and Eon wished to continue with the JB Theme, whilst also incorporating the new film's own distinct theme. :-B
