The Spy Who Loved Me
Though not the best Moore, but it's clearly a Moore film. GE is a Dalton film, that's missing it's most vital componant- Dalton. GE looks like a 3rd rate tv movie, it's so rough looking, and grey. TSWLM is more colourful, and a bit more entertaining.
I don't have many thoughts on this one. I just prefer Spy a little bit better, maybe it's the 70's, maybe it's Rog, maybe it's NDIB, maybe the locations, maybe Lewis Gilbert, maybe Ken Adam.
Anyway, I have to choose TSWLM because: Roger Moore, Jaws, Barbara Bach - who wasn't as bad as some say-, the better gadgets - I didn't like the gadgets, specially the pen, in GE-, Ken Adam, and so on. However both of them in my top 10

The Spy Who Loved Me is Rog's best entry though.
I do like GE a lot but as other people have said it just looks so dull and i don't really like the musc all that much so TSWLM wins for me.
Does it really look anymore "TV-movie-ish" than it's predecessor? I don't think so.
Anyway, don't want to get off topic.
Can I suggest some future rounds?
GE vs. TND (there seems to be quite a bit of appreciation for TND on these boards)
TLD vs. CR (not sure if that's been done already)
DAF vs. QoS
(Had the chance to watch GE today to better compare these two. But I ultimately chose The Bourne Identity because I hadn't seen it in a while, and for some odd reason or another, I just didn't care to watch GE. I just imagined GE in my head. Like fast forwarding it entirely. )
As a movie I would go for GOLDENEYE.
Spy does have Barbara Bach going for it, but I really can't stand the Simon title track, Kurt Jurgens makes for a very dull villain, and it loses pace here and there, although Moore does a good job for the most part, the ski jump at the beginning is seriously overrated too
