This last line before Saunders' death always gets me. Bond realizes what an asset and a friend Saunders has become, and quickly loses him just after that realization. Dalton played that scene well following the death, when he popped the balloon and pulled the gun on the mother and kid.

That was definitely really saddening. The way she is choking and still trying to call out for Bond is pretty heart-breaking.

when Octopussy thinks Bond has down/been eaten by Alligator.... the look on her face with the music - you know she really felt something for him..

the ending does indeed always get me... i know it's cheesy... but i love the fact that he could have easily stayed with Lupe had he wanted - but he runs after Pam, jumps off the balcony into the pool, swims up to her and pulls her in - they laugh, kiss *cue Patti Labelle* lol.. IMO, one of the perfect endings to a Bond movie..

when Bond finds Paris dead - then his cold kill of Kaufman.. you'd be blind to not see the emotion, pain, and revenge in his eyes as he turns the gun towards Kaufman's face...
in Casino Royale...
the first (but in film, second) tragic relationship, this time between Bond and Vesper... i think the capper is Bond trying to resuscitate Vesper.. and him giving up, kissing her - then feeling angry about her betrayal and pushing away, trying to stuff down his feelings - but can't - goes back, picks her up, and holds her... powerful stuff..

Mathis wasn't his real name, just a false one..
and Bond's comment of it being a bad cover name is because it just sounds like a bad name - which is why Mathis kind of laughs (as best he could) at Bond's comment.

on a serious note pedro armendez as kerim bay, because of circumstances off screen, i find his performance
brilliant and touching.

You're kidding right? Bond getting teary just for breaking some bad news? I'm surprised this scene has made other people's list too. I always thought that Paula's death was my standout scene ('heart touching-wise' anyway)
Again, I was more saddened by Vjay's death in this film.
