Maybe Goldfinger....maybe. If 'Raiders' could do it, GF may have had a chance.
OHMSS I'm iffy on. No doubt it's a great Bond film, but the glaring technical issues and George's occasional woodenness might hold it back a bit.
I like many other Bond films, but I'll be the first to admit they are not Oscar worthy. (For example TLD - great Bond film, but hardly Oscar material)

OHMSS second.
Once again, only From Russia With Love, really stands out above all else, it's Bond at his supreme best. But we have moved on so much from the early days that many people would indeed consider Royale and Skyfall as worthy of inclusion, but I can't quite go so far as to say that. Both very good Bond releases, but worthy of an Oscar ? - No, I don't think they're quite that level
I know, an unpopular view....
I don't know that they were even thinking at all.

Oh we are almost completely in synch.
But '64 was a poor year for Oscar films and Goldfinger could have at least squeaked a nomination and Frobe could easily have won a best supporting actor that year.
Casino Royale should really have earned a best picture nomination in 2006 - especially seeing ordinary fare like The Queen got one. And CR could have won if it wasn't Scorsese's long overdue victory.

I would add "You Only Live Twice" in Best Cinematography. Freddie Young rocks.
Regardless of what your personal preference is regarding the style of Bond films you like the acting alone in SF (and not just from the leads) is far and away much above any of the other films. Then you have some amazing cinematography, a story with lots of depth of character and mirroring of them and plot points (also some contrasting for added effect as well), some nice ties in to art and poetry, and some sure-footed direction.
