(a major terrorist attack on world leaders at the UN or G20 - while there is political chaos, Bond must investigate & cooperate with CIA etc.)

Can't say any of the above particularly stand out, although "Lost in Rouge" does sound quite interesting.
The others, I'm afraid, just sound like Clancy novels or - in the case of the last one - a Mills and Boon novel.
Oh, absolutely. I love that idea.
I do like Property of a Lady, unsure why I have doubts that the powers that be would want this as the title.
And I still like Provocateur.

It have a real Fleming ring to it. A much known saying, but with a darker double meaning

I think 'No Room For Error' rolls off the tongue easier; 'zero' just doesn't sound right for that title.
You may just come out with it a say. He did the mash he did the monster mash !
