Christoph Waltz as villain, maybe a high ranking Quantum member (not the big mysterious boss, why not dame Helen Mirren, that would be something new, but not necessarily for Bond 24, maybe Bond 25)

After reading the article on the main page about Dame Helen Mirren wanting to play a villain, I think that could prove interesting. I thought the head of Quantum being played by a woman would be a fantastic idea, but I had a younger, Tilda Swinton image in my head. Still, I'm sure they could find room for Mirren somewhere. She would be a phenomenal addition.
I was thinking what if Quantum make a deal with an extreme IRA member to try and destroy the new M..
Too similar to Skyfall. I am all for a plot against M, but not for Bond 24 and even then choose a radically different approach than Skyfall.
I have a feeling we will be finally getting a main female villain in Bond 24 or Bond 25, not a henchperson or split roles a la FRWL or TWINE. It feels like it's time. And of course Bond will sleep with her. Bonus points if they name her Maria Freudenstein.

I really think this was the plot for Peter Morgan's Bond 23.
hmmm.... based on this, the people behind the scene had entertained that idea of a female boss villain before they went with the plot against mother M. Lo and behold, they allegedly considered would-be Mrs. Craig.
Moreover, the "Property of a Lady" is given a new meaning. A Quantum dominating the whole world ( legitimate governments and Britain included) will challenge Bond's black-and-white mentality. I've seen enough from the last 2 movies to justify Quantum's reach. In, QoS there's this British official who said line similar to this: "we have to work with villains or we'll have no one to work with"
If this is the case, Bond and Q (Snowden) and even a "delinquent" MI6 could "rebel" against the Quantum dominated world and governments in Bond 24 and 25.
As a bonus, a Craig-Weisz Bond film will do very, very well on the publicity department even though it's not necessary. Not mentioning a steamy scene.
And while I am not totally against the idea, I am dubious about a female main villain at this time, right after the female M's last bow, especially if they go the Elektra route again, which didn't really work. If it was going to be a repulsive villainess like Rosa Klebb, then of course that would be different, and more Flemingesque too.
It's really fun to speculate especially knowing that 24 and 25 will be a 2-part. They need a big, influential organization as an enemy (like Voldemort's Death Eaters in Deathly Hallows 1 and 2). If they go with a male boss of Quantum who is practically a modern Blofeld, I would still be fine with it. But a female boss villain will be a refreshing surprise. I'd prefer someone in the vein of Rosa Klebb who will have a hot female henchwomen.
So Tilda Swinton can be that Klebb coz she gives off an enigmatic villain vibe. But Weisz in a Bond movie....... Just awesome.
Personally I love seeing Bond dressed in a tux at totally inappropriate times, it always adds something for me seeing a good scrap whilst are hero is imacculatley dressed it's just seems so Bond.
Anyway, I might be the only one who isn't overly enthusiastic at the possibility of Mrs Craig's casting as a villain. She's a great actress but I'm just left feeling slightly underwhelmed at such potential casting.
IMO, Weisz playing the female villain is just a pot sweetener. Other suggestions include: Swinton; Helena Bonham Carter; and Monica Belluci. there's this guy wanting a female lead antagonist badly.
Oh another wish: Bring back the brutal, hand-to-hand fight scenes. just one will do, Mendes.
Her "look" is simply one in a million. She's certainly not ugly, but she possesses an androgynous quality that is so different from anyone else we have ever seen in a Bond film. Don't sexualize the character one iota, she's the furthest thing from a femme fatale or a seductress. They should make her truly nightmarish.
I think a director like Alfonso Cuaron could work wonders with something like this. Speaking of which ... CUARON FOR BOND 25!
Now THAT'S a take on the villainess that I would love to see. No sexy femme fatale or young heiress commanding people around, but a character much closer to Fleming's original female villains.
Bond can stay in the office doing paperwork. ;)
