I don't believe that will be the case... He said he was making it a love song during an interview. So I assume that it will be a love song based around bonds life of espionage and the effect it has on his personal life. That is only my opinion of course but I would be very surprised if the song had anything to do with SPECTRE itself.
I've been listening to Capital FM for the past 20-ish minutes and they said they'll play Writing's on the Wall around 7:45 AM. :)

You could use the word 'spectre' without having to talk about the organisation. Just like Sean did with 'the spectre at your shoulder' when teasing Largo. I agree that the organisation won't be mentioned.
