No need for him to be out in the field, fighting guys and shooting people every film, either. It's understandable in SF, but I really want to see the series get back to a dialed down spy thriller. Stop throwing M and the gang alongside Bond's mission (which lately HAS to be something personal or fueled by revenge). Change all of that.

Problem is, we'll continue to see M and the other MI6 staff out in the field until they recast the parts with people without the pedigree that the current actors have. As they had previously said about Judi Dench, you don't pay Ralph Fiennes to come on board and play M only to leave him behind the desk with nothing to do.
They need to find some well respected, yet not terribly well known actors to take over these parts, the kind of actors who can play the parts well but would also jump at the chance for the exposure that Bond would bring, even if it's only for a few scenes.

The last one was only released on home video just a couple of months ago. There's more than enough time for things to get on track for a 2018 release. More than enough.

M can be on the field. It's called a Head of Station. Like Saunders in TLD, Tanaka in YOLT and Kerim in FRWL. Have Fiennes' M in London give Bond his mission, and then Bond is shipped to the main location, where he stays for atleast half the film without globetrotting, and he is briefed with further details from the local Head of Station.
Bond's mission is to clean the streets of crack before M does it all, and it all leads up to an explosive, nail-biting intervention for a finale.
