Dr. Evil is just a funnier character that has more staying power. Also, he works better as mouthpiece to discuss things like politics, social issues, or the environment.
The best indication that I didn't really like the Austin Powers movies (except for some funny quotes that satirized the Bond films) is that I like the Johnny English films a whole lot better. All three of them. And I couldn't stand, nor endeavoured to watch more than once, Mr. Bean before because I found him particularly unfunny (and never saw any of that Black Adder bit). But Rowan Atkinson did more things right here than Mike Myers did.

Myers does walk that fine line, if its utterly stupid I will be happy. I have not had Netflix for several months though as a fan of Myers I will likely re subscribe.
I'll have to check out Matt Helm sometime. Austin Powers definitely took more from CR '67 than from any of the other 60s Bond films. Austin Powers' appearance and mannerisms in particular are modeled on Peter Sellers in that film.
And Derek Flint I think, though I haven't seen that one yet.

Coming back to this ad, I thought it would be funny if they had Austin Powers enter his lair through a giant door with a “IV” on it, and all you see is his silhouette or something, purely as a joke with no real intent to make a fourth film.
EDIT: Or maybe he comes up in an elevator and you can see the floor ticker, “1… 2… 3…” and ends on 4.
