So far, some interesting choices.
For Dr. No, Mads Mikkelson would be suitably impressive and creepy, and could probably be made to look realistically Chinese-German.

I'd go for Walken. He could play a more psychotic version of Grant. EDIT: Sorry, just realized I was late to the party for this one.

I'd go for Walken again. He pretty much had a similar role in AVTAK.
