I'm with you. This is the most likely scenario for Bond 25. She's been whispering sweet nothings into Craig's ear and gently massaging his wrists since summer 2015 at least.
I can't see which characters are ripe for an extended universe. Moneypenny and Q are basically one-note. We know very little about this M. Mr. White? Maybe a Vesper prequel with Mr. White? Nah, don't really want to put even that one out into the universe...

Okay, I'll stop now.
In fact, all creating a Bond universe would do is weaken James Bond by forcing him to share his world with other characters. It would make him out to be a character not interesting enough by himself to stand alone in his own universe.
On a related note, I'd say in the last two films, we've seen a bit of focus being taken away from Bond through the "Whitehall Brigade", as Sam Mendes calls it. Nothing wrong with that, for a change (in fact I'd say I've enjoyed seeing M getting in on the action), but that's a trend that I wouldn't want to see continue in the long run. It doesn't seem viable and would probably be detrimental to the Bond films and the Bond character, just like the idea of a Bond universe.
A safe method to advertise their product between Bond films and keep him in public memory,
baiting future attendance in theaters.
THE BRIDGE ON THE PLANET OF THE APES!
Okay, so the apes are trying to build this bridge, see, and they have human slaves doing most of the grunt work. But the project is stalled until one day the apes capture a civil engineer, and this civil engineer is all like, “You apes don’t know the first thing about building a bridge. Now, I can build this bridge for you but we have to do it my way. I’m going to need total authority. More material. And better conditions for my workers: more food, longer rest periods, et cetera.”
The apes eventually cave in to his demands, and at first the other humans are relieved and grateful to have the extra food and extra rest and all… but eventually they’re all like, “Whoa! If we ever finish building this bridge on the planet of the apes, then Katie bar the door!” So the conflict here is not only ape vs man and man vs nature and nature vs technology, but also man vs man. You can see the potential for drama.
Well, inevitably the day comes when the damn bridge on the planet of the apes is finally finished, and the civil engineer is all proud of himself for like a minute, but then he sees the army of monkeys lining up to come charging across the bridge, and then he’s all like, “My god, what have I done?” But just as the ape army is in the middle of the bridge…
(SPOILER)
…swooping out of the sky with a machine pistol blazing in each hand comes a one-man army named JAMES BOND! And he’s wearing his demolition Derby!!* And he blows up that bridge real good!!!
Madness. Cue music.

Ooowh, and I haven't even mentioned the continuous drag of movie company MGM, who owns the franchise half, but can't even distribute! The Bond films are always dependent on outside film distributors who like to come onboard for a nasty little percentage of the overall margin!
Add to that the sheer enthusiasm, from a producer's perspective and from the perspective of cast & crew, from competing action/spy franchises like Kingsman, Mission: Impossible, X-Men and even Fast & Furious, and I become highly depressed! Hugh Jackman, Tom Cruise, Colin Firth and many other big actors love to be part of longlasting franchises. Daniel Craig however puts up a middlefinger to his Bond role and Barbara Broccoli tolerates it in the meantime.
The current state of the Bond franchise....tires me, makes me feel depressed. I really think 'Cubby's' adage "Don't let them screw it up" needs to be looked upon again. Because I think 'they' are screwing it up right now. This latest rumour in which supposedly EON Productions seems to be interested in a Bond Cinematic Universe makes me shiver. Not to mention the fact that Babs & Michael doesn't even care about the big Bond fan community and their input! So before Barbara goes battling for more diversity in British films, perhaps she should first consult with her loyal fanbase! Now that's what I call real diversity, real out-of-the-box thinking.
I am a big Bond fan. But like I said last year.......do not expect a new Bond film as early as late 2019 or even late 2020. That in itself is bad for the market value and brand recognition of the Bond franchise as well. Slowly yet steadily other spy-/action franchises will take over the void that Bond is leaving behind.
Didn't Craig say something almost identical about his possible successor in the infamous Time Out interview? I seem to recall that anyway. Ironic.
While you could be right on the timing, I don't think there's anything to worry about regarding the brand. It's bulletproof. As long as they recast and come back with a suspenseful premise and with a serious director all will be well. The brand value is intact and is stronger than any competing franchise. What's unique is that it is separate from the incumbent (unlike competing franchises). Bond is very much the brand, and not the incumbent actor.
By the way, I don't blame the distributors. Read carefully. I blame the current legal structure of the Bond franchise. That's what sucks. Everytime an outside distributor, like Sony for the past four films, needs to come onboard for a peanuts percentage of the profits. That's unfair, and that makes the Bond franchise less attractive to new partners. EON and MGM need to come with a much better offer on the table. Because as it is right now, WE DON'T HAVE a new distributor at all.
Regarding Daniel Craig: He can't use the media to his own advantage, and to Bond's advantage. His mixed signals are certainly not helpful. Although I want Daniel Craig to come back, his overall sentiment and feeling to me seems the one of an actor that is not very happy with it all. Actually very much like George Lazenby. Again, I want Craig to return, but the man might be embracing his wonderful typecasted role a bit more. Nothing wrong to be typecasted. The late Sir Roger Moore could teach Craig a lesson on that.
But then again, I am saying so much more. It's not only Craig, it's also Purvis, Wade, Broccoli Sr. and Jr., Wilson.....they all have this lacklustre, negative aura right now concerning Bond. It makes me puke!
